Edward Snowden on the governing / governed relationship in a democracy

In this video, Edward Snowden gives his general opinion on what should be the relationship between the governing and the governed in a democracy:

“[…] This is not about any sort of a particular program. This is about a trend in the the relationship between the governing and the governed in America that is coming increasingly into conflict with what we expect as free and democratic people. If we can’t understand policies and programs of our governments, we cannot grant our consent in regulating them. As someone very clever said recently, we don’t have an oversight problem, we have an “undersight” problem.”
